A telegram from Montreal says: In connection with the arrest of Spanish Consul Miguel Maluquer, at his office, charged with conspiracy to defraud the Canadian Customs by smuggling alcohol into Canada, other consuls have taken up the matter with their home governments. The question at issue is whether a duly accredited consul in a foreign land can be arrested by the police. Sanctity of domicile is also debated. Meanwhile Maluquer is in goal, having failed to raise 5000 dollars bail fixed for his release pending trial. [Maluquer, Spanish Consul at Ottawa, was trapped by Canadian police who pretended to be drug smugglers.]
