The question at issue is whether a duly accredited consul in a foreign land can be arrested by the police. Sanctity of domicile is also debated. Meanwhile Maluquer is in goal, having failed to raise 5000 dollars bail fixed for his release pending trial. [Maluquer, Spanish Consul at Ottawa, was trapped by Canadian police who pretended to be drug smugglers.]
