FRANCE AS AGGRESSIVE BAILIFF. Received May 28, 8.5 p.m. DUSSELDORF, May 27. Following on Germany’s repeated refusal to pay the expenses of the French occupation of the Ruhr, French troops visited the Essen branch of the Reicirsbank and seized twelve milliards o£ paper marks.
