GERMANY'S ECONOMIC V DEBACLE.
EXTERNAL LOAN NECESSARY. PARIS, July 11. The Petit Parisien points out that in a few weeks time the present financial depression might render the moratorium insufficient to check the collapse of the mark and to prevent a German economic debacle. The paper quotes M. Poincare's opinion that sooner or later Germany must have an external loan.
