AMERICA’S EMIGRATION PROBLEM.
Received March 29, 9.30 p.m. NEW YORK, March 28. Lillian Russell Moore, once a famous actress, who was appointed by President Harding to investigate immigration problems has submitted her report, in which she suggests a five-year immigration holiday or a system for selecting and sifting immigrants from abroad, and twenty-one years' residence in the United States in order to qualify for naturalisation.
