THE PACIFIC TREATY.

SUPPLEMENTARY TREATY RATIFIED.

The Senate unanimously ratified the Supplementary Pacific Treaty. The voting was 7 4 to nil. Although the Supplementary Treaty passed unanimously, it was not without an attaeaed declaratory statement which reserves American rights over mandated islands and removes from the scope of the treaty all questions lying exclusively within the domestic jurisdiction of the Powers signatory to the Four-Power Treaty. Senator Lodge offered a declaratory statement to the Senate and an attempted amendment by Senator Robinson excluding Sakhalin from the protection of the Treaty was defeateu. Debate raged hot. Opponents declared that failure to incorporate the Supplementary Treaty into tile main Fact made it possible for Japan to reject the minor treaty while accepting the major. Opponents leu by Senator Hitchcock again attacked Sir Auckland Geddes tor his alleged remarks about the adoption of the Treaty by the Washington Conference having averted certain, war.

JAPANESE PRESS VIEWS. Received March 28, 9.50 p.m. TOKIO, March 27. The reception given to the news of the American ratification of the Four Power Treaty varies. The Asahi Shimbun expresses gratification at the Senate’s approval, but sees no reason for the reservation providing that America shall enter into no alliances. The Osaki Mainichi congratulates America on restoring the confidence of the world, but expresses regret that the Anglo-Japanese alliance had to go. The paper points out that this is Japan’s opportunity for internal development.
