JAPAN AND SIBERIA.

TOKIO, March 21
Japan will not lake formal cognis* ance of the charges of representatives of the Chita Government that Joffre negotiated the France-Japa-nese agreement regarding Siberia. A high official declared that the Government feels that the charges are too ridiculous to be dignified with a denial.
