Mr. Chamberlain, replying to questions in the House of Commons, pointed out that Mr. Montagu circulated Viscount Reading’s message among the members of Cabinet on March 4tli and Mr. Montagu telegraphed the same day authorising publication. The India Cabinet met on the 6th. Before the meeting, Lord Curzon and he agreed that the publication was undesirable. Both were then unaware that publication could be prevented. Lord Curzon replies to Mr. Montagu on Tuesday and the House of Commons debates the subject on Wednesday.
