THE IRISH CRISIS.

ARCHBISHOP BOURNE’S CHARGE LONDON, April 23. A letter has been issued by Archbishop Bourne to the Roman Catholic Bishops of England charging Catholics to recite the Rosary in churches continuously where possible that a true and lasting understanding be established in Ireland between England and Ireland. SINN FEIN METHODS. LONDON, April 23. The recent systematic attempts by Sinn Feiners to overthrow the Government’s administration in Ireland is shown by documents captured by Crown forces. It appears that fourteen rebel inspectors were appointed to visit local government bodies and try to induce them to collect rates for the Sinn Fein instead of the Government, but they met with no success. An order was then issued last Febreary instructing the Republican Army brigade commandants to harass and boycott certain classes of loyal officials. In some cases rate money was extorted from ratepayers by armed masked men. The County Council’s protest merely provoked rebukes from Sinn Fein headquarters, who emphasised that opposition to enemy regulations was a predominant consideration, ever though some County Councils suffered a financial breakdown. SINN FEIN TERRORISM. AMERICAN JOURNAL’S VIEW. NEW YORK, April 23. The New York Tribune, commenting on the rush of Irish immigrants to the United States, savs: One notes that many in Sinn Fein coiintr.es have not sufficient sympathy with the present Sinn Feinism to wish to stay and help it. Another thing is that the Sinn Fein still relies on America to finance its campaign of terror, and voyagers from Ireland will be asked to revive in safe America the aggressive enthusiasm for an anarchism they fled from. Let us look to ourselves. Without American dollars Sin Feinism probably long ago would have ceased, many lives been saved, millions of damage would not have occurred, and Ireland to-day might be adjusting herself to the Self-Government that Canada enjoys, or be In a peaceful state of evolution towards that quasi independence. Those who encourage the Sinn Fein or Ulster extremists to continue the tragedy of hopeless guerilla revolt assume a serious responsibility. THE VATICAN’S ATTITUDE. ROME, April 23. High Vatican authorities admit that the Vatican transmitted Germany’s reparation proposals. It is pointed out that the Holy See acted merely as a transmitting agent in view of the fact the 1 as Germany and America are theoretically at war, it was necessary to select a neutral. REPUBLICAN CABINET MEETING LONDON. April 24. The official report of the Dail Eireann’s meeting in mid-April shows that all available members attended. The Ministers presented reports from departments which were discussed and adopted. Decrees were issued extending a general boycott t o English goods throughout Ireland. The Minister for Home Affairs was instructed to prepare plans of a Bill for the creation of Conciliation Boards, and passed another providing for the payment of unemploved benefits from Republican funds. Decrees were issued forbidding speeches at the forthcoming elections except in national languages. Republican police were ordered to carry out various anti-English measures. The report of the special committee on an increase in Ministerial salaries was adopted.
