In England some municipalities are making a new departure in the direction of providing dances, theatrical performances, literary and artistic entertainments for the ratepayers. "We desire to prove that a muncipal authority is something more than a rate-levying institution,” said Alderman John Scurr, in explaining the plan. “Brightness, perhaps inspiration, will be brought into the lives of the people, and not a penny will be added to the rates.”
