Received Nov. 4. 8.30 p.m. LONDON, Nov. 4. Mr. Fisher, who will on Sunday unveil the Australian tablet at Amiens, will proceed on Monday to Paris to sign on behalf of the Commonwealth the convention conceding Bessarabia to Roumania, also the convention constituting an international institute wherein all the Dominions will participate, which has already been established in Paris similar to the agricultural bureau at Rome.
