RELATIONS STILL STRAINED

The release of Mr Jenkins is not regarded in offk-ial circles as settling the general issue with Mexico. There sfc.ll remains the question of the treatment of Americans. Senators Fall and Hitchcock have submitted to President Wilson .Evidence of conspiracies for the spread of Bolshevism through Mexican agencies throughout the United States. German agents are co-opei ating. President Wilson re* served judgment on the evidence.
