A SIGNIFICANT SPEECH.

The New York "Sun's" Pekin correspondent states that General Maliying, commander of the Chinese army in Shantung, in a speech, said the refusal to sign the Peace Treaty hurts China and the boycott of Japanese goods ruins Japan. China and Japan are adjacent. If they united they would be sufficiently powerful to overthrow the Western Powers.
