The "Times' " Washington correspondent states that it is believed that while the United States, in a Note to Mexico, has insisted that Mr. Jenkins must be released, it is doubtful whether the United States could act quickly in the event of Carranza's refusal to comply.

President Wilson's health is expected to interfere with the prosecution of any measures against Mexico.

It is pointed out that the United States may, if necessary, blockade Mexico.
