The "Times*" Washington correBpondent states it is understood that the Republican members of the Foreign Relations Committee of the Senate have decided to advocate a joint resolution with Congress declaring peace ■with Germany, This action is designed to prepare the way for an independent treaty negotiation with Germany. Democratic senators are confident that this resolution will be defeated. It is believed President Wilson will later Bend a special message to Congress dealing with the Treaty, since the annual message did not mention it.
