L It is now believed the Senate will c not take up the Treaty until the con- " ferences of Republicans and DeraoJ crats decide on the terms of a com- " promise which will secure the necessary 64 votes. The Treaty will then come up for vote, but until then * the Senate will mainly devote itself to internal problems.
Germany has offered to sign the Treaty if the Scapa conditions are eliminated.
