U.S. CONGRESS.
PRESIDENT WILSON'S MESSAGE
WASHINGTON, December 2
President Wilson's message to Congress contains no reference to the Peace Treaty. President Wilson has recommended the budget systems of national finance, much on the lines of the British system, and the readjustment of tariffs to make them conform with the fact that the United States is now the greatest capitalist in the world. The President denounced profiteers and radical agitators, who were keeping the country unsettled. The only way to cure the real grievances is to remove them.
The President recommended legis-. lation to combat the cost of living, to deal with Labour unrest, to suppress radicalism, to facilitate the readjustment of the nation on a peace basis, and railways. The Peace Treaty will be discussed in a later message.
