Germany'has sent a memorandum to the Pc-ice Cont'orence Warning the Allies for the Sea pa sinkings, us the warships, contrary to the armistice,,' were not interned in a neutral but .in British ports. Germany contends that Admiral Renter,, cut off from communication with tho'Homeland, was bound to assume that the armistice ended on .the 21st of June, and ordered' the "sinkings. In accordance with seamen's usuage, Admiral Renter was withdrawn front the German Government;'s authority, anl tlio latter, therefore, was not responsible for his delaying the Peace Treaty • having the olfect which is urgently deGermany is prepared to have the affair .submitted to the permanent Court of Arbitration at The Hague.
