BELGIANS DISSATISFIED
BRUSSELS, May «. Under King Albert's presidency, the Cabinet discussed Belgium's position respecting the peace terms. The Premier, interviewed, said the situation was serious and painful. The offer mado at Paris was completely at variance .with the earlier promises. It is understood the Belgian representative!* consider the offer of a hundred millions sterling greatly inadequate. Members of Parliament, the local councils and public bodies urge th«j King and Government not to sign the Treaty. President.Wilson is unpopular. Cinematograph audiences shouted "Down with Wilson!" when his photograpns were shown.
