The Treaty recognises the principle of ton for ton for all- merchant ships above sixteen hundred tons, and half between that and a thousand tons, being given up. Germany also builds 20,000 tons annually for five years for the Allies. If America takes all the German including the German lines in American harbours, the war will enormously diminish th? merchant ships of the other Allies, particularly Britain, while the American losses would be made good nearly twice over.
