The "Sun's" Berlin correspon-lent states: An intimate friend of V)n Tirpitz says the Admiral's book w;il blame Bethmann Hollweg for the policies which resulted in the war as well as the failure of the U-boat warfare. Yon Tirpitz will say that Hollweg favoured ruthless U-boat activities, but his vacillating policy gave Britain an opportunity to organise a vast defensive measure which defeated Germany.
