The Uni/ted States is d/afting a new immigration law, providina for the registration of all aliens now in tbe United States or applying for admissum hereafter, and making tne stny of immigrants probationary, depending upon tcood behnviour, and also changing tho burden of proof ko that aliens must show cause why they shou'd be granted admission.
