LONDON, Mar. 27. Tie Spartacists ar« now successfully spreading a movement among German Bailors against the manning of food sliips, declaring that if no Entente food arrives, the German Government ■will be forced *o negotiate with the Russian Bolsheviks in order to obtain food from Russia.
Two steamers remain in Hamburg with insufficient crews.
