A WAY OUT OF THE DIFFICULTY.
DUNEDIN, March 6
Referring to the complaint by seamen regarding votes at the licensing 'pell, Sir James Allen has been advised by Sir Francis Bell that a technical difficulty created by the fact that no writ, as at the igeneral election, can be issued, can be got over to provide for such possible events. The words "With all necessary modifications' were inserted in Sub-section 2 Section 24 of the Licensing Act. Those words enable the fixing of a date precedent to the poll as equivalent to the date of the issue of a writ, and such date can be fixed by regulation under the Licensing Act. There will probably be a date between March 20th and 27th tc correspond approximately with the time elapsing between the issue of writs and the date of polling at a general election.
