WILL HORRIFY THE WORLD.
PARIS, March 5
The report of the Commission of Jurists, to be completed at the end uf the week ; will, it ia expected, astouu'l and horrify the world. The namer, of the criminals will not be published, hufc the Commission will suggest an international prosecutor and an intern-1-tional bench.
The Commission deprecates wholesale executions, but any country desiring to join the League of Nations must surrender the criminals refuging therein.
The Commission finds that, according to international law, the personal acts of sovereigns are acts of State, and the sovereign cannot personally be held responsible.
