The "Daily Chronicle's" diplomatic correspondent says the interdependence of Poland, Esthonia, and ptlier constituent parts of the old Russian Empire inspire the belief that the only real remedy for the present anarchy is federation. * Such a solution will probably receive the sympathy and consideration of the Peace Conference. ■
