The Exchange telegraph's Paris correspondent spates that President Wil-s-ori has completed his draft) scheme for a League oi' Nations, based on a study of ilio ideas of the various Ailies. It embodies important French and British features, alsp some suggested in General Snrutts' recent pamphlet.. The general result is rather a combination of ideas than exclusively President Wilson's. It is understood that under President Wilson's scheme the present Allies will i'orm tho nucieus of a League, to which every free nation shali have access. It provides compulsory arbitration for disputes. President Wilson shows how the development of a new world-spirit will prevent future Avar with Germany and Russia. He considers a peace, settlement will be useless if i£ leaves half of EuroD© aflame. It is understood that Mr. Lloyd George outspokenly agrees with President Wilson.
