SPARTACIST PROCLAMATION.

AMSTERDAM, January 20
The "Freisheim," the organ of the Spartacists, urges the workers to discontinue force and use economic and moral powers in a united effort tT overthrow the Government of force, crime and madness. The first fruits of the policy would be general stoppages of railways. A leading manager states that four-fifths of the workers are willing to carry on, but are terrorised by the minority.
