GERMAN COUNCIL OF WAR.
AMSTERDAM, October 4. The Kaiser presided iat a Crown Council at Berlin on Wednesday. After hearing Hindenburg's report on the military situation, the Council lengthily considered Turkey's position with a view to avoiding her capitulation, and also discussed the question of a general peace offer.
