THE RUSSIAN SITUATION.
PETROGRAD, September 2. In consequence of the rejection of their demands the engine-drivers have decided to strike. The Government are taking- the strongest mesaures and have also commandeered the corn supplies in the provinces near the south-west and Roumanian fronts, owing to the grave shortage of flour.

The Dowager Empress, who is in seclusion in the Crimea, is seriously ill.
PETROGRAD, September 2. The Bourse Gazette says that the United States proposes to advance Russia a loan of five milliard roubles.
The Government has authorised the admission of women into the State service on tiie same conditions as men.
