Received September 2, 5.5 p m WASHINGTON, Sept. 1. The Shipping Board has -made contracts for ship construction at threo shipyards, turning out one highspeed 5000-ton steel ship in each forty-eight hours. The first huge aircraft fleet has safely arrived in France.
