GERMANY AND THE ARGENTINE

BUENOS AIRES, August 30

Ji is officially announced that Germany's Note satisfies the Argentine's demands for freedom for Argentine ships in the U boat zone. The Note states that Germany is "willing to acknowledge the dictates of international law, and will endeavour to observe them. The navy has received orders in agreement with this view point." This action on the part of Germany i^ regarded as indicating a change from the ruthless U boat policy which caused the United States and Brasil to enter the war. There is some suspicion that the move is intended to complicate the Argentine situation with the Allies and the "United States.

WASHINGTON, August 20. Germany's Note agrees to an indemnification for the sinking. The general opinion is that Germany bowed to the Argentine for fear of endangering her vast com.mercial enterprises and adding another enemy to her list.
