GERMANY'S LOST COLONIES.

AMSTERDAM, August 29

Herr Ballin publishes important articles in the Hamburger Tremdeblatt insisting on the absolute necessity of recovering the German colonies intact, also of rounding oil those in Africa, and considerably increasing those in the Pacific. Herr Ballin points out that the "Mittel Europa" schemes are inadequate to provide raw materials vital to Germany's industries. Countries producing cotton, coffee, jute, rubber, and other products must be under German control, otherwise the Empire will be under the heel of England and the United States.

Admiral Yon Crapon also insists on the necessity of tropical possessions and the securing of portions of the Belgian Congo. During peace negotiations the German delegates must continually ask whether the colonies can supply the necessary raw material and are thickly populated enough to supply Ge aian planters and exploiters with the necessary labour. The coasts and islands of Eastern Asia are, he declares, particularly valuable.
