PROVISION FOR MEN AT THE

FRONT

The Parliamentary Representation (Expeditionary Forces) Adjustment Bill, introduced by the Prime Minister, makes special provision for the representation in Parliament of New Zealand soldiers away on active service. The measure applies not only to the troops in France, but to the New Zealanders in Samoa. One clause provides that the Minister for Defence shall furnish a certificate as to the number of soldiers absent from New Zealand or in camo at the date of the. last periodical census (October, 1916). For tne purpose of fixing the boundaries of the several electoral district, the number of men (exclusive of Maoris) certified as absent from New Zealand are to. lie added by the Repi-esentation-Commis-sions to the number of men (exclusive of Maoris) certified as being in camps of military training in New Zealand, and the total number so ascertained shall be allocated proportionately by the Representation Commissions in such manner as they think fit, to the rural population and urban population of the North Island and South Island respectively, and to the several electoral districts therein.
