MORALE OF ARMIES IMPROVING
CESSATION OF WHOLESALE
RETREAT.

LONDON, August 13. Mr. Wilton says Ihere are more optimistic reports to the effect that tho Russian armies' morale is improving and that there is a cessation of the wholesale retreat. He admits that the fighting efficiency of the armies is still an 'uncertain quantity, but optimism is spreading.
