Nominations for the Harbour Board close to-day. While recognising that the retiring Board has been seriously handicapped by the conditions created by the war, we are by no. means satisfied that all that should, and could, have been done has been done. For instance, we are not satisfied that the Board has made a realty earnest attempt to investigate the practicability of hiring a dredge. The suggestion that the Ruby Seddon should be secured was turned down, but we have yetto learn that the Board's action was based upon definite and official data. Again, the Board's recent offer to pay the builders of the "Kaione" a premium of £2000 to bring her out savours somewhat of an attempt to bluff the electors. Such an offer, to have be*n genume and worth while, ought to have been made at a much earlier stage of the war, and before the submarine menace had been accentuated. Under the circumstances it seems to us that an infusion of new blood would be in the best interests of the port.
