LONDON, August 9. The Right Hon. H. H. Asquith, in the House of Commons, intimated that Lord Wimbourne's position has been modified in order to enable the office to be discharged to the greatest advantage. Although the ultimate authority and responsibility of Irish administration wilL necessarily remain with the Minister, he will be answerable to the House.
