NEW YORK PRESS ANNOYED.
Received July 23, 7.50 p.m. NEW YORK, July 22. The "American" says the British black list puts the United States in the enemy ciass and urges President Wilson to resort to reprisals on Britain. The "World" says the attempt to terrorise neutrals amounting to a declaration of commercial warfare on the United States may he the forerunner of a boycott discussed in Paris. < The "Tribune" says Britain .should, not "attempt to prevent American ves_ sels carrying boycotted firms' goods to neutrals. The proclamation is an impolitic challenge to the United States. Britain should withdraw the foolish and futile black list.
