LONDON, Mar. 23. ■* Regarding the complaints of mistresses against the immigration circulars addressed to domestics by the New South Wales and Victorian Departments, it is official]; explained that the Victorian Office has contracted to despatch fifteen V thousand emigrants in 1914. Owing to. 1 the, severe winter in Canada/ possibly^ - emigrants are chary of going -bveriieasl ."- The Canadian figures have fallen 70 per cent compared wth the first two months of 1913, and the Australian. 50 per cent. Circular letters have been ;' addressed to tenant farmers of farmlands in. the provinces, and a special letter to cooks in households in the south-western suburbs. The New Zealand Department says, "We never approach, anybody already employed, and never do any surreptitious touting, but are content with legitimate advertis-
ing."
