PUBLIC NOTICES. HARBOUR BOARD ELECTION. T ADIES AND GENTLEMEN,— I solicit your suffrages at the forthcoming election. Generally speaking 3 endorse the policy of the retiring Board, but there are several planks in : their platforms which in my opinion have not hitherto had tho prominence now promised. I look upon Harbour I matters as of the most momentous im--1 portance to the future prosperity and f advancement of Wanganui. If elected I will advocate: — 1. A persistent and never-ceasing effort to wrest from the Railway Department the control of our- wharv«-». This is an important matter that can absorb more energy than previously displayed.- " 12. While not opposing in any way the larger scheme of a harbour at the Heads, in the interests of the community to keep matters moving, so that the upper harbour may benefit by the increased depth on the bar. To improve the facilities for loading and discharing cargo at the town ~ wharf which are quite out of date, and show an entire lack of enterprise and progressiveness. 4. 1 favour the purchase of an up-to-date Dredge, but meanwhile on the figures submitted will vote for the , charter of the Ruby Seddon for a period as an experiment. \ 5.' Necessary attention to detail has not been a strong point with the late BCard, as the. many mistakes made testify, notably in connection with the Empowering Bill. TO THE ELECTORS. I beg to announce myself as a candidate for the Harbour Board. My policy is that the river channel should be deepened bsfqre the big harbour scheme is proceeded with, and to effect this the 'Board should obtain a . more suitable and efficient dredpje either by hire or purchase, for dredging the channel to a uniform depth of 17ft. h.w.s.t., or as deep as the best authority advises. The main planks of my platform are:— (1) To adopt a more expeditious mea thod to give the public the benefit of I the improved fiarbour conditions «t the earliest possible date. (2) To set up a special committee with the view to effecting improvements in the facilities at the wharf, thereby reducing the cost of discharging, and s this, coupled with the proposed increased depth in the channel. _ would immediately result in a cheapening of the freight rates. (3) I favour the Harbour Bill for a loan to provide a harbour for Homegoing vessels providing the rating area is on an equitable basis, and not confined to the town. I am, etc., A. HARRIS.
