The Allies demand* will he more or less satisfied, but Montenegro will receive less than the others. She will not possess Scutari. After referring to the Servian-Bulgarian, frontier difficulty, he added thai hitherto Servia and Bulgaria had attached little importance to the frontier, aniicipatino; that, the Cza r would act .as supreme arbiter. Recently the Servians had seemed to avoid such a settlement. He, added that the question of the Dardanelles was not rine. The attitude of Russia and the Allies in the European concert must firsl"lße defiried.
