The Government, in a lengthy reply, pointed out that the suggestion to ceed Adrianople has caused the downfall of the late Ministry.. It was indispensable that the Powers should recognise Turkey's right to control the Customs, consenting meanwhile to a four per cent increase on the duties, the abolition of foreign post offices, and capitulations.
