"VFOTICE is Ihereby given that at a . l-\ special meeting of theWanganui County Council held oh -the 27th day of November, 1912, it was 'resolved by Avay of special order that the, Wanganui County Council make By-iaws un- \ der. "The Counties' Act, 1908," and "The Public Works' Act, 1908," and the respective amendment of tihe «aid : AJcts the object land purport of which; bylaws art as follows: — .I.—The definition of iheavy traffic, road, and vehicle engine or machine. 2.—The regulation with regard to the number of wheels and to -tihe weight of the load earned of the ,width ojf *the. tyres of all vehicles, engines or machines < engaged in heavy traffic on troads under the control of tiie Council. 3.—Providing that th© owner and driver of-, any such vehicle, "enginor or. machine engaged as" aforesaid shall be guilty of an offence if th© width of the tyres of -the wheels or any -of them be less thian is specified er required by these by-laws. ' -;j 4.—Prohibiting the "use of any vehicle or machine engaged in heavy traffic as aforesaid unless the weight of such vehicle \or machine shall be (correctly marked upon some conspicuous part of . such vehicte or machine so as ifo be,distinctly visible and legible during daylight. And providing a penalty not exceeding £20 for the contravention" of this by-law. ,-. " • 5. —Prescribing what quantity of timber, agricultural produce, mineral," or any material of any other description mentioned in the Schedule to these^ "bylaws shall be deemed to be of a specified weight. 6—Enabling any person authorised by the County Council to stop any vehicle in his opinion infringing these bylaws until the width of the tyres or the weight of such vehicle and of the load thereon or of tlhe contents jthereof can be ascertained. 7.-—Enabling anjr person authorised as aforesaid to examine and measure tl)o tyres of vehicles and the load on or contents of such vehicles. , B.—Requiring tihe driver of aay veil- . icle engaged in heavy traffic .to, givo to such authorised person euch. anfoimation regarding the load or contents of such vehicle and to do all ouch, other acts for the purpose of enabling the same to be ascertained as such authorised person shall reasonably request and providing -that any" driver refusing so to do shall be guilty of an offenco. 9.—Prohibiting heavy traffic, during the months of June, July,-August and September, in each year exicept with the written authority' of the County Clerk. .. : , 10.—Prohibiting tihe use of ibullocks sis traction"animals during the. months of May, June, July, August and September in each year. 11.—Prohibiting the use of aflioes upon tie tyres of any engine or machine. 12. —Providing a .penalty not exceed.ing £5 for (breach of any of /these bylaws save as hereinbefore provided. 13.—Providing that these fey-laws shall come into force.on the first day of March, 1913.
