Secretary Knox, in his reply to Earl Grey regarding the Panama Oanal, intimates that the building of the oanal settled by itself very many questions raised on Britain's 'behalf. -j If 'arbitration were allowed it should be on American sources and not through the Hague ■Conference. Mr Knox differs from President Taft as to the testing of the' tolls questions in the United' States Courts. Ho states that the Department does not intend to present a reply for a considerable time, and if Britain insists that she will tave arbitration, Mr Knox na likely to throw the (whole question on the Senate'iS shoulders. The Senate is known to be certain to reject arbitration on any terms, ias there are only 27 favouring it.
