THE PAPUAN LABOUR PROBLEM.

The Papuan report states that the only difficulty in the way of development of »the territory is the scarcity of labour, though the extension of Government influence is continually unoreasing the area of open recruiting. In some districts the natives have become so used to the whitfe man's luxuries that thev- regard labour for Europeans as a normal feature of their existence. The supply of labour, 'however, is insufficient, and. a form of racial despair, possibly induced by civilisation,, has grown up in the dhape of apathy or indifference to tlhe perpetration of the race. The labour question is further complicated by a communis'tic scheme which is not conducive to the (material advancement of the natives.
