JUDGE'S RECOMMENDATION. LONDON, October 24. Charging tho Grand Jury at Middle- ; sex Sessions, and replying to the presentment made regarding the necessity for more stringent punishment of burglars, tho presiding judge expressed the hope that the representatives would strengthen tho law. His Lordship recommended the lash ' as a deterrent to the crime of which tho Grand Jury complained. i
