SPEED AND ACCIDENTS.
POLICE OFFICIAL'S THEORY. LONDON, October 24. The Commissioner of Police is opposing the London' County Council's application for speed limits for motor traffic. Ho is led to take this course by the heavily increasing list of street accidents, and says that hip-h speed is not ; responsible for the increase. The reduction of speeds congests traffic, and accidents are tho result. Road signs exhibited with tho idea of regulating .speed are, he declares, impracticable.
