MR WILLIS AND THE SPEAKER-

In tho^esetiitiiy, Mr Speaker Willis tabled^ correspondence between himself «hd the Government regarding the retention of the Speakcrship by Mr Willis., In a letter to Premier McGowen, he points out that his arrangement with "tho Government provided that no contentious legislation was to be introduc-' cd. Ho urged that the Income Tax Bill was rnqst contentious. The agreement also provided that the Estimates should be passed on a basis of the supply already granted, whereas they show a large increaso. , . Mr McGowen, in reply, says Mr Willis agreed to reopen the arrangeni^rit witJLl tho', Government in the event of contingencies arising in the .situation: He adds the Government alonei was ; tho judge of the financial.necessities of thcr State and was bound to proceed "with taxation proposals. ' ' . Mr Willis, in his final letter, declares that his acceptance of the ■ Speakership was prompted by good motives, and lie would adhere to the basis of the understanding.
