Mr Smuts advocated white immigration. Statistics pointed to the alarming fact that the coloured people were increasing at a greater proportion than the whites. Machinery ought to be established for getting labour there for work at a reasonable living wage. If it .'is'-unable, they must draw fvom countries where it is plentiful.
