LONDON, March 22
Lord Skiborne, speaking at Glasgow, said the Ui.ionist? earnestly desired to reform the Lords, but there were left and right' vir.gs. He urged tlie right wing to remember inequality in representative parties was a serious evil, engendering a sense of injustice. Moreover, without reconstruction, it was iiTipossible to place the Crown outside party politics. Tho Opposition intended to propose, in conjunction with two more, die ( following methods of election— by iCourtty Councils' qualification, by oftioe selection, by hereditary peers' nomination, and by the Prime Minister. The 'Unionists propose that thf» Lords should definitely renounce concern in finance, and make strict provision against "tacking." They are ready t:o refer the decision to a committee composed of an equal number of members of- both House, the speaker pi esiding.
Lord SelUorne will complete the outline of the reforms at Edinburgh today. .
