The Czar has declined to accept the resignation, of Count Stolypin, President of the Council, owing to the Coiracil of t!io Empire rejecting the Electoral Bill which, by firstly dividing constituencies according -to iiationa.lities, was intended to transfer the power in th-9 Z-ejnstovs, westarn provinces, from tli<? Poles to Ru&s'ans.
